I would answer your question this way: accepting the definition of “stupidity” I cited above as sufficiently justified, we no longer want to call anyone stupid. After all, it turns out that this someone is stupid only insofar as we have measured it against our own standards.
After some reflection, I’d add that my opinion is still incomplete. It doesn’t take into account cases (for example) where someone asserts A in their first sentence, and then not-A in the next, and is completely oblivious to the contradictions. We also call this behavior “stupid,” but perhaps other suitable terms could be found: lack of education or cognitive errors…
Refusal? I think there are some who have little or no facility for considered thought. Just as I have no talent for art (of the kind Tracey Emin and others make). Humans, quite sensibly, tend not to focus too heavily on things they just don’t have the skills to do. I consider myself lucky that serious and considered thought — philosophy — has always fascinated me.

I have a mythology of stupid formed after years of work.
Stupid is not a defect of any system but an effort to invade it. Imagine a concentric array of corrals. We try to contain the stupid in the smallest possible space. But the gates are not perfect. Stupid slips through to a larger space when the opportunity is provided.
Now, imagine what happens when stupid gets through many gates simultaneously.
Intelligence is the measure of cognitive abilities (logic, memory, analyzing, etc.) Therefore, many animals are intelligent in their own way. Elephants are more intelligent than humans in terms of memory.
Stupidity is related to intelligence, but not as the direct opposite. Since it’s influenced by cognitive abilities, the less one’s brain is capable of, the more likely one is stupid. Stupidity doesn’t mean simply lack of intelligence, but it mostly means making poor or wrong choices. Wisdom is stupidity’s counter, after all being wise means making good or right choices.
