How are tags created here?

They show up on the topics on the main page, next to the categories, also in the main menu. Probably other places.

EDIT: There’s also a tags selector next to the category selector in the tab menu at the top of the various index pages.

I have noticed the tag of ‘literature’ appears in some places.

For example, in ‘Feedback’: Literature: deserving of its own category? read

Not sure who is allowed to add tags — or how it is done.
