We humans slip in and out of the “life” of the sign constantly. For you to read this requires a “forgetting” that these marks are “just” little shapes on the screen.

Hence consciousness aka use-mention confusion.

It can be both, but not in the sense that one ‘underlies’ the other. A sign or word enters into the context of a meaning like ‘eagle’ as an enrichment of that context. For instance, font size , color and style enter into the sense of how a word is used.

The OP references the monkey’s usage, so we have a form of life problem in terms of meaning ascribed by the monkey.

But if a person cried out a particular way to mean “eagle,” then I guess that sound would as much mean eagle as if that were just a different language.
