If by that you mean it is relative to some language, the of course it is communal, since all language is communal. But what this offers is not the possibility of understanding the world apart from our representations, in the way Phenomenologists might hope, but the difficulty of making sense of the world outside of community. We cannot step outside our representational practices in order to compare them with an unrepresented world. The attempt to do so is doomed.
